Cost of ownership: In general these numbers are totally free to the owner when used to forward to UK landlines and many International landlines. There may be cost-saving ServicePlans that trade a fixed monthly fee for discounted international divert rates.

Regulatory issues: This range has always been a little controversial and is likely to be renumbered in the next 2-5 years. Any numbers registered with 070 providers will be transferred when this happens.

Mobile accessibility: All UK operators overcharge for calls to Personal Numbers, perhaps they've viewed them as a threat in the past.
Typical Applications: Often used as "on call" numbers where it's convenient to change the destination (which is usually a mobile) on the fly. Also good for privacy and anonymity. Some companies use these relatively expensive to call numbers to dissuade low-value users from wasting their time unless it's important!
